In-app advertising doesn’t work when a user opts out of tracking. This is because profiles are created by tracking users and combining data (including personally identifiable information). When a user opts out of tracking, a null ID is returned, which means those profiles cannot be used and you have to show a lower-value non-personalized ad instead.
